Central Asian governments are putting money behind clean heating. Uzbekistan has introduced a subsidy covering up to 40% of the cost of installing air-source heat pumps, Kazakhstan is channelling green loans through local banks, and Kyrgyzstan is running pilot projects in public buildings.
Uzbekistan: up to 40% of installation costs
Since July 2025, Uzbekistan’s National Energy Efficiency Agency (NEEA) has covered up to 40% of the installation cost of air-source heat pumps. The measure supports the country’s Energy Efficiency 2030 roadmap, reduces dependence on natural gas and encourages renewable heating. Systems that meet national efficiency standards can qualify for direct subsidies and tax benefits, lowering the entry cost for households, developers and public institutions.
Kazakhstan: low-interest green loans
Kazakhstan is moving ahead under its green economy strategy. Through the European Bank for Reconstruction and Development’s Green Economy Financing Facility (GEFF), local banks offer low-interest green loans to homeowners and developers for energy-efficient HVAC systems, including air-to-water heat pumps. The loans make it easier to replace ageing, inefficient heating and to cut both energy bills and emissions.
Kyrgyzstan: pilot projects in public buildings
Kyrgyzstan is running several pilot programmes to test heat pumps in schools, hospitals and housing developments. Backed by international climate funds and local energy agencies, the projects aim to replace gas and coal heating with low-emission systems. Their results will guide any nationwide rollout.

Rising fuel costs, efficiency policies and international climate funding are together creating sustained demand for sustainable heating across the region. For manufacturers, distributors and installers the practical implications are straightforward: equipment has to meet national efficiency standards to qualify for support, and projects are increasingly judged on lifetime operating cost rather than purchase price alone.
